Bullrich presentó un protocolo antipiquetes que incluye a todas las fuerzas federales
La ministra de Seguridad, Patricia Bullrich, presentó este jueves “un protocolo para el mantenimiento del orden público” con el fin de asegurar la libre circulación ante la organización de piquetes o bloqueos, lo cual derivó en el repudio de agrupaciones sociales y dirigentes políticos que consideraron a la medida como “inconstitucional” y una “amenaza” ante una posible conflictividad social tras las medidas del Gobierno.
Bullrich anunció que “las cuatro fuerzas federales” podrán intervenir “si hay un delito flagrante” durante las manifestaciones en la vía pública y que el nuevo protocolo incluirá la identificación de quienes corten arterias, la aplicación de las leyes que contemplan hasta penas de prisión y el cobro de los gastos que demande la intervención de las fuerzas de seguridad a las organizaciones que violen la normativa.
“Las cuatro fuerzas federales y el Servicio Penitenciario Federal van a intervenir frente a cortes, piquetes o bloqueos, sean parciales o totales. La ley no se cumple a medias, se cumple o no se cumple“, dijo Bullrich durante una presentación ante la prensa en la sede de la cartera de Seguridad, en Gelly y Obes 2289, en el barrio porteño de Recoleta.
Bullrich remarcó que el Gobierno tiene “una decisión tomada” de que “la forma de pedir o buscar un beneficio social” ya no es “por la vía del corte”
La funcionaria indicó que “si hay un delito flagrante” las fuerzas federales podrán intervenir “de manera inmediata” de acuerdo con “los códigos procesales vigentes” y que utilizarán “la mínima fuerza necesaria y suficiente”, la cual será “graduada en proporción a la resistencia” que se oponga.
“Serán determinados los delitos hasta una nueva ley que se va a presentar a corto plazo de acuerdo al artículo 194 del Código Penal”, agregó.
Ese artículo establece que “el que, sin crear una situación de peligro común, impidiere, estorbare o entorpeciere el normal funcionamiento de los transportes por tierra, agua o aire o los servicios públicos de comunicación, de provisión de agua, de electricidad o de sustancias energéticas, será reprimido con prisión de tres meses a dos años”.
Bullrich remarcó que el Gobierno tiene “una decisión tomada” de que “la forma de pedir o buscar un beneficio social” ya no es “por la vía del corte”.
“Sepan que si se toma la calle va a haber consecuencias. Vamos a ordenar el país para que la gente pueda vivir en paz”, señaló.
Al conocerse el anuncio, distintos dirigentes y organizaciones políticas repudiaron el protocolo al calificarlo de “inconstitucional”, una “amenaza” a gremios y movimientos sociales y advirtieron que “cuando hay semejante nivel de agresión” contra los sectores populares “inevitablemente se producen protestas sociales”.
En una conferencia de prensa convocada para responder los planteos de Bullrich, los referentes del Partido Obrero, Vanina Biasi y Gabriel Solano, junto al dirigente del Polo Obrero, Eduardo Belliboni, reivindicaron el “derecho a la manifestación” y reclamaron que la ministra de Seguridad “no tiene facultad legal” para impedirlo.
“Nosotros consideramos realmente una provocación los anuncios que ha hecho la ministra Patricia Bullrich”, reprochó Solano en el local porteño del Polo Obrero, ubicado en Mitre 2162, donde fue convocada la prensa.
Por su parte, la diputada del Frente de Izquierda y de los Trabajadores (FIT), Myriam Bregman, criticó la medida al afirmar que “lo que les molesta es que protesten contra las medidas de su gobierno”.
“En Juntos por el Cambio algunos llegaron a senadores por cortar rutas. Otros, de La Libertad Avanza, marchaban felices contra la cuarentena“, indicó Bregman en su cuenta de Twitter.
También rechazó el protocolo su compañero de banca, Nicolás Del Caño, al decir que “la casta copó el Gobierno de Milei” y que la ministra de Seguridad busca “reprimir la protesta del pueblo trabajador frente al brutal ajuste que están aplicando contra las mayorías populares”.
“Bullrich ajustando y reprimiendo. Nada nuevo. ¡No Pasarán!”, agregó Del Caño en su cuenta de X.
En tanto, la conducción nacional de la Asociación Trabajadores del Estado (ATE), que lidera Rodolfo Aguiar, repudió por “inconstitucional” el protocolo de movilización.
“Los conflictos sindicales y sociales no deben ser resueltos por la policía o la justicia sino por aquellos que gobiernan, porque para eso fueron elegidos. La medida anunciada por la ministra se orienta a atacar las consecuencias y no las causas de las protestas. Si no quiere conflictos que pare ya el ajuste e incremente los salarios”, dijo el gremialista.
Luego de su anuncio, Bullrich se reunió con el ministro de Seguridad de la ciudad de Buenos Aires, Waldo Wolff; el nuevo jefe de la Policía de la ciudad de Buenos Aires, Diego Kravetz; y el secretario de Seguridad de Nación, Vicente Ventura Barreiro.
Este nuevo protocolo se conoce luego de que la conducción nacional de las organizaciones de izquierda nucleadas en la Unidad Piquetera (UP) confirmara esta semana que el próximo miércoles realizarán un “paro activo” en la Plaza de Mayo, como respuesta a “los anuncios” del ministro de Economía, Nicolás Caputo.
La jornada de protesta coincidirá con el 22 aniversario de las jornadas del 19 y 20 de diciembre del 2001 cuando el gobierno de Fernando de la Rúa reprimió una protesta social, que culminó con 38 muertos y finalmente la renuncia del exmandatario radical.
